Baghdad Municipality Begins 20-Year Installment Ownership Plan for Agricultural Lands

In a major step aimed at addressing Baghdad’s housing crisis and regulating informal residential areas, the Baghdad Municipality has officially started implementing Decision No. 320 of 2022, which allows the ownership transfer of occupied agricultural lands within Baghdad’s master plan through long-term installment payments.
The initiative focuses initially on lands owned by the municipality and located within the official boundaries of Baghdad’s urban master plan, while procedures related to lands owned by other ministries and government entities are expected to continue in parallel.
How Will the Ownership Process Work?
According to the announced mechanism, eligible residents will be able to:
- Pay only 10% as an initial down payment
- Install the remaining 90% over a period of 20 years
The payment structure follows Iraqi Council of Ministers Decision No. 225, which supports long-term land installment programs designed to accommodate low-income families and vulnerable social groups.
Municipal officials also confirmed that a specialized committee has been formed to evaluate land prices based on:
- Current market value
- Location and surrounding area
- Economic conditions of residents
Key Conditions for Eligibility
The ownership program applies specifically to occupied agricultural lands owned by the Baghdad Municipality, under several conditions:
- The land must be located within Baghdad’s master plan boundaries
- The land must not conflict with future infrastructure or public service projects
- A minimum area of 200 square meters is required per residential unit
- Shared ownership deeds (“joint title deeds”) may be issued for lands occupied by multiple families
The municipality has already started:
- Field surveys
- Property counting and subdivision procedures
- Data verification
- Coordination with Iraq’s real estate registration authorities
